Finished the first season of Kimi Ni Todoke, it was pretty good and it looks like the next season will probably be better.
So far I definitely wouldn't put it up with Toradora though.

If you liked Code Geass, you'll probably like Gundam 00. It has the same structure: Good first season and a stuffty second season that wastes potential character development in favor of fanservice and explosions.

Just finished Kimi ni Todoke season 2, it was good but not submersive at all, my favorite scenes were probably all around Ryu and even the ending didn't really mean anything.
Probably give it a 6/10, definitely wouldn't rate it against Toradora.
Now then, what to watch next?
