It's called debate and discussion. They take a while because politicians like to address what they are going to do in office and prove people that doubt them wrong. Obama doesn't go up to a podium and say "ye we can bros." He goes up to the podium, gives a speech, and of course ends with his motto.

And following Obama's speech are Republicans claiming that everything he's doing is wrong while the Democrats put blame on the Republicans.  Then the Republicans try to propose cuts, then the Democrats try to propose putting money into it, they both disagree and nothing happens.
