Minecraft Server Glitch

I started up my server today and for some reason, I couldn't destroy or place anything. I made myself op and I could. I de-opped myself and I couldn't. Anybody know a way to fix this?

The first chunk is Op-only to prevent spawn blocking. It's a feature.
