There's usually somewhere on most router's config pages where you could block certain IP's internet access.

As for a more permanent-ish and less rage causing solution talk to her (And/or your parents to get them to talk to her) and try to convince her to only download overnight.

Figure out your WEP password. Block her computer, it's the only way.

Or you can do it the easy was and put time retrictions on the computer with a password that only you know

Tell her anyway. If she won't do it, tell your parents. If that doesn't work or you don't want them to get involved, you'll either have to deal with it or do something sneaky.
