The only group that I think has any real authority on the internet is Anonymous. They barely ever do stuff being pre-occupied by everything else. But if they want a specific website gone and gone for good they could probably do it at the cost of most of their resources.

I don't know, governments can also affect the internet by requesting providers of certain websites and domain names to take them down.

for good? they have forgeted with many things, and have never been successful into getting rid of anything.

And since we know they can't use the first option they use the second. Then they get board and stop. Or move on to something else they deem more important.

none of those options are effective. why do you suck the richard of a group that fails so consistently? so they lag down a website every now and then. that means nothing really.
websites are temporarily down for anhours every week/month maintenance anyways.
most servers have backups of your stuff already, so you may not even know your site was attacked. as nothing happens.

And ironically enough the US government recently tried to pass a bill to massively censor the internet, not to mention the idiotic copyright laws and stuff that are already abundant.
