It bothers me that Groudon gets a secondary type when in primal form but Kyogre doesn't

Couldn't it have gotten ice or something?

Kyorgre's water typing makes it super effective against Groudon's ground/fire typing, if Kyogre had ice as a secondary type, they'd be more equal

To be fair Groudon gets quite a boost given it's ability, Kyogre on the other hand wouldn't get that much of a boost anyways. In fact Ice's weaknesses might even outweigh the benefit.
