Chicago Phoenix has expanded it's borders by one mile, and the scavenging program has been effective. The population is happy, despite the radiation that inhabits some parts of the city. It took a quarter of a decade to completely clear out what's left of Chicago. The military is well-armed and well-trained. There is a tribe of savages near the border that Chicago plans to absorb.
