Why do so many people say this, every single time I play they always win o.0

(even if I join way late)

If both teams have equal commanders, then the Consortium will always win.

If the Empire has a better commander, the Consortium will still win.

If the Empire has a master commander and the Consortium has a first-time commander, the Empire will win.

The Consoritum gets much better guns from the start, and usually better spawn locations.

Mostly the Consortium is better, yes.
I have noticed that from the beginning.

Are you guys kidding me? I've gotten my ass kicked by The EMpire more than the Consortium.

Actually it's very very dependent on the map. Consortium is generally better on tight maps, and Empire on larger, drawn out maps. The only map that seems almost perfectly balanced to me is Oasis.

I was wondering considering this game is run by the Source game engine.

Just in case nobody was alerted, this game is currently on sale for $5 due to the great gift pile thing.

I payed for the dam game but every time I try to join a game it goes to a loading screen for a while and then says "connection failed after 10 retries".
And there's no single player modus, so I just wasted my loving money.
Could someone help?
I believe it might be related to directx, but I've tried installing so many versions of it, and every time I launch the game, it says it's installing something directx related.
