He sort of can, if he's told someone about what he's been producing. I've got a few technological advances that I've told morn about that the lot of you will learn about to your dismay in the unhappy incidence of war with Avalonia (should it ever come). I'm not talking about intercontinental ballistic missiles, but a few things that existed by now that nobody's bothered to produce besides myself.
If he just decides to say, "Yeah, we've been mass producing tanks but just haven't told anyone." that'd be too much. If he can verify it with another person that's active here that'd be different I'd think. (Despite the possibility of lying).
After years of preparation, Avalonia opens up a public school system that is fully staffed and equipped with all it will need to educate Avalonia's youths.
Firearms become standard issue within Avalonia's military with the perfection of the mine (e should have accuse accent I believe, pronounced minay) ball and Avalonian made rifles. The sword also remains standard issue, but the bow is now being primarily used by Avalonia's elite for "Quieter operations".
