This is my Proposed Mandate System. (Please excuse the arrows)
This is my proposition:
Purple Territory goes to Erinaum.
Blue Territory goes to Avalonia.
Orange Territory goes to Masona. If Masona Refuses, then it is Avalonia's.
Any redshaded territory without a border will be returned to Slainte.
I tried to make these territories fair to all parties involved. Mine is only the largest because I can mobilize troops to that region faster. Avalonia took part in a large part of the war, and therefore receives the Eastern Mandate. Masona's recovery from illness and minor part in the war gives it the Northern Mandate, if it shall choose to claim it.
Humanitarian aid may be sent to his region by any country. However, all items of war, weapons and resistance information may be confiscated or destroyed. The governing party in each region may choose the laws in this region and the conditions of the economy in this region. The minimum tax in the occupied regions as paid to the Slaintean government is 8%. The government in possession of this region may set it's own tax rates up to 25% apart from the minimum 8% tax credit to Slainte. The temporary puppet Slaintean government looks to the governing party first, and may appeal to Slainte under any dispute.
The mandate may last up to 110 years, and may be lessened under the decree of the governing party's terms, and may last under the maximum time. The governing party may restore land to Slainte by minimum increments of 5 years, if desired.
