"free gift" as in the ATi/Nvida offer, I don't think you can. Go to your inventory and click on Steam, if it isn't there, then you can't gift it.

doubleclick Steam icon in system tray > top right hand corner there is a little envelope. click it, click "_ items", if you see a tab that says "Steam (0)" you have no giftable items
