My mini empires server started on December Twenty-Seventh, 2011.
It is a future themed country-ruling server with many countries and is up most of the time.

Is there some sort of system you have laid out so that players have to actually work to progress their civilization, or is it just a build-your-empire-and-be-done kind of server? Just curious.

I live in NA and only 1 person has complained.

lacks decent builders and no roleplay at all, host fails to come up a story and there are no pre-defined goals, building large (8x16) ships is godmodding apparently, extremely unprofessional admins, would play again.
