yea, empty worlds are creepy and unsettling.
no music can also make things eerie, or creepy music randomly starts playing while oyu are doing activities.
that would scare me stuffless, just like going down this hallway i cleared forever ago and then music randomly starts playing and stuff.

Being chased by incorporeal beings that you cant kill. Having to hide as a monster stands just around the corner as you wonder if its going to kill you or not.

Slim chances of escaping from something chasing you. Never knowing when it will show up again. Small number of saves and worse consequences for loosing. Fear of death.

It's scary for people in the streets in Assassin's Creed when a creepy guy touches your back.

What scary games need is more randomness. Like if you replay a level, it should be different than from the last time you played it.
