Tier Tactical was meant to not have hand or a reload animation. And what exactly do you mean by a "proper reload animation"?
Look how the L4D2 weaponset relaods its weapons.
This is proper, in other words looks good.
I know that the Tier+Tactical weaponset was not meant to have it, but the L4D2 weaponset has it.

Either way the reload animation is completely for visual purposes, a weapon on bl could just have clip in and out sounds and not even have a reload animation. But idc what the definition for a proper reload is everyone has a different take on reload animations
