People knew the old pass beforehand, and so it didn't really matter who told who the pass recently. The chances of it spreading with or without the recent stuff were still pretty high, so I wouldn't blame anyone specifically.
As you guys might remember, the last goon presence in this game became a trainwreck when our glorious drug-addict leader and host decided to go forget Lowtax and posted in a Ban-Me thread. During those days the pass was viewable by the public, only you had to actually go find it. We simply wanted to keep the riff-raff out, but anyone who could find the pass obviously had some intelligence so they were welcome, sometimes. "So why isn't this still the case? Don't we want smart, cool non-gons coming in?" Well, the answer to that, for the moment, is no. This time around we're going to try something different until the newer goons get a good feel for the game, and it's going to be a bit easier if prejudice and stuff like that aren't in the equation.
The current problem was that the pass was starting to spread from USSR folk to non-USSR folk, and it was causing allot of confusion for the goons. Sure, USSR folk were welcome since past experience showed that USSR and goons had allot in common, but the Non-goon / non-USSR public was getting into the server which goons were told was supposedly Goon-Only. So, the pass was changed before it got out of hand, that's all really.
