It does a crapload of damage to anything it hits. Works well for ground targets.

Presumably AGM means Air-to-Ground Missile

I tried.
Stalled at 16000.
Was flying at 80 degrees.

I've got to 18200, then went into a permanent stall and spiraled at high speed back to the ground.

If you look at the wiki (http://ysflightsimulator.wikia.com/wiki/) it shows the maximum travel height of each aircraft.
