Was basically the first "Prison RP" server but it was done (allegedly) perfect.  I was never able to join but everyone who played it said it was amazing.  And after that everyone wanted their own Prison RP server, so it's pretty clear that it was a revolutionary build.

Use the admin commands to gift hats? It shouldn't be too much of an issue. At the very least you could get his equip hat script and then release a standalone mod
