is there a way to get only default files with garry's mod?

Is there a way to get only the default files, meaning get rid of the mods and stuff that don't work, and still keep default? i want to clean it, as i keep getting lockups and console spam from broken mods that i don't know how to uninstall. if there is a method of getting rid of all files and getting back defaults, i'd like to know. i've been led to believe that just deleting the entire file from the steamapps folder is bad..

everything? i don't wanna delete something and have it be a horrible mistake. even the files that say "sound, lua, etc.?"

and it seems there are also for some reason files in the base folders as well..
my bro should go forget himself and stop installing things himself ._.

I specifically remember somewhere there was a menu where you click checkboxes for different games to load content from... But I don't play GMod enough to remember where exactly. I remember having to manually turn on Portal 1 content, though.
