There won't be a civil war.  There will be;
  • People who want a change (which would result in a civil war) but are smart enough to know that it can't happen / that they'd lose
  • People who are ignorant to the problems that would just defend the government blindly
  • People who can't do stuff period (aka underage kids)

You don't get revolutions from stuff like this. You get revolutions when you start oppressing your people at every street corner for too long and they get sick of it and decide to lynch your ass.
