He has 4GB of RAM and an Athlon II X2, which I know isn't very good, but I'm using a slower clocked Athlon II X2 in my PC right now and I get a better framerate on Skyrim than him.

I have the same card, and ram amount, so i must be your processor.
I get a good solid 30 fps on lowest settings

this card is practically meant for HD decoding

The card is $35 on a reliable website guaranteed brand new versus $30 from a kid no one knows that just claims it's new. You're one of the millions of idiots on Craigslist that are like 'Yea I got this dirtbike I broke both wheels and cracked the frame I just paid $3,000 for it brand new so I want $2999 call me for details!"
