Steady low FPS is better than jumpy FPS at least. I tend to get really jumpy FPS in all games so it gets really annoying. Like in GTA4 I go from 20 to 35 and so on.

If he can manage to film it while still getting at least 5 - 10 fps his normal fps is most likely 20 - 35 when not filming.
