you are all stupid if you think the government would just go around charging people as terrorists like this.

if a guy pays for flight lessons in cash, and scuba gear in cash, and buys bulk material and chemicals in cash then all of that together is suspicious enough to arrest a person without necessarily a charge in a specific crime (call them a terrorist then)
you can do all these things and not be guilty, thus they need to call that obvious trouble maker a terrorists to make it legal. even if hes let go later.
