So what if there is an Exogen Breach and the Citizens are left to their own resources.  They may or may not wield weapons, even a lead pipe in defense.  What is the police enforcement if the citizens have been trying to fight off the breach for a while before the police gets there.  Do the police punish them?

There isn't a server up. I'm making progress on he server side stuff. There is no client friendly stuff and very few / commands, mainly console commands. I'm making the GUIs later, maybe even more / commands.

If an autonomous judgement waiver is in effect, the units decide what to do. They can prosecute (jail), let them go, or kill them. It's the unit and the commanding officer's rules of engagement's choice.

You don't get it. Citizens aren't allowed much of anything unless it's GA issued. Black Market Dealers are going to be hunted by the CCaC in any raids, and if any contraband is found, the possessor will most likely be shot.

The AJU is not in effect yet.  The authorities did not reach the point yet.

What then?

The AJU will be put into effect when the CCaC high command sees fit. If there's an Exogen breach, stuff's going down and people are going to die. If there is one or two Necrotics, Civil Unrest code will be put into effect, units will patrol with lethal weapons ready. If there are more than five Necrotics, then an AJU will be put into effect, all citizens will be told to go into the nearest building. Any Citizens outside will either be shot, or prosecuted.

If an AJU is in effect, the units decide what to do. They don't radio in for orders, because on most AJU's radio silence is strictly maintained. Autonomous judgement waiver. If a Necrotic is seen, either Civil Unrest or an AJU will go into effect.

Pretty much. The GA controls everything administrative and in some cases they control CCaC and MMSB units. The MMSB is like the cavalry and the CCaC is like the regular ground forces, depending on rank, they are armed with different weapons, ranging from a USP-Match to an Automatic Dark-Energy Rifle.
