Backround info
The idea is you're in a socialist or communist nation. This nation is the world. It's a police state. You're scared of the police. The police look down upon you. They can kill you if they want. It's the future, around 2021. The canon is similar to that of the Half Life series, but without a multidimensional invasion by the Combine. Units of the CCaC receive major brain-washing, mechanical augmentation(Explained below), and general enhancement steroids. Citizens receive supplements that slowly wipe their memory, diminish their health to the point of malnutrition, and low weight.

Factions
Listed in order of regard from the governmental administration.
  • 1.) GA
  • 2.) MMSB

1.) GA [Governmental Administration]
These are the leaders. They control everything and have little regard anything but themselves and the CCA. This doesn't mean they won't sacrifice a CCA unit to save their own ass, even a Sectorial Commander. If one of these guys walks up to you, which is HIGHLY unlikely since they spend all of their time in the Civil Administration building, do what they say, stay out of their way, and don't make them mad. They have two Division Leader guards armed with automatic dark-energy rifles, as well as another two Commissioned Officers trailing behind. They will usually also have a sniper, part of the PHANTOM division, positioned on the rooftops. These people will hardly ever leave the Civil Administration building, but when they do, it's usually only for a speech, inspection, or an Autonomous Judgement Waiver. The GA has committees for Administration, Advisory, and Organizational. Administration is reserved for the Civil Administrators, while Advisory advises the Administration committee. Organizational organizes events to take place in and out of the city, as well as taking command of the CCaC when all acting High-Command units are deceased. Organizational can call an Autonomous Judgement Waiver with Administration approval, and a valid reason.


2.) MMSB (Majorly Modified Semihuman Branch)
These guys are the toughest of the tough. They have received heavy genetic, organic, mental, and mechanical modification and augmentation, as well as removal of the genitalia and implants in the throat, abdomen, and stomach. Required augmentations a CCaC unit has to have to join the MMSB are as follows: Augmented arms, legs, motor skills and mind function, achieved through extensive brain surgery, and augmented face. Augmented arms are achieved through minor surgery to both arms and allow for; quicker arm movement, more muscle mass, and ability to wear MMSB-issued Arm-Protectors. It is unlocked at clearance-rank 03 and is the simplest augmentation. The arm-protectors are issued after the unit's augmentative surgery and snap into specially designed sockets implanted into the units arms. Augmented legs are the same as augmented arms, only they are unlocked at clearance-rank 02 and allow for the unit to wear MMSB-issued Leg-Protectors. Motor skill augmentation is unlocked at clearance-rank EcU [Elite Control Unit] and are achieved through extensive brain surgery and is usually issued in a sort of augmentative 'package' when the unit requests either augmented mind function or motor skills. It allows for much quicker reaction times, and the ability to access CCaC and MMSB servers and dispatch control systems while not in their respective Nexus. The last augmentation required is face augmentation. This mainly is for defense of the Brain in the event of the unit being hit in the head, and adds a kevlar-like skin into the unit's face, replacing the first few layers of skin. Two bionic eyes are added which adjust quicker to different lighting conditions, and improve battlefield awareness, and a permanent VocalCoder device is added into the mouth, making all sounds that come out of the unit's mouth be as monotone and electronic as the next one's, removing the last traces of humanity.


3.) CCaC (Civil Command and Control)
These are the police officers. They don't care about you and they won't think twice about killing you (Unless they are a low-ranked unit, then they will still retain most of their humanity). Stay out of their way and comply with them whenever they tell you to. These guys are tough, but not as tough as the MMSA. They can take a few bullets and still beat you to death. The units that you see outside will probably be patrolling, detaining a Citizen or Resistance member, or on ration duty. Their equipment and duties are explained more in depth below.


4.) CWU (Civil Workers Union)
This is where citizens go to get jobs and get paid for jobs. Members of the CWU receive all of the benefits of being a Loyalist, as well as many more perks, such as a radio which is tuned in to CCaC standard frequency, ability to open a storefront, and ability to achieve degrees in medical, mechanical, combat, or political, up to the degree of Doctor's, allowing to join the respective ranks in the CCaC, or join the GA with a minimum degree of Master's in Politics. Medical degrees allows for the individual to join the NOVA squad, mechanical allows them to join the GRID squad, combat allows them to join the APEX squad, and Political doesn't allow them to join the CCaC, but rather the GA as a member of a committee of their choosing, be it Administrative (only with Doctor's degree in Political Sciences and Civil Administration approval), Organizational, or Advisory. The CWU has three branches, and there are three tiers in each branch of the CWU, tier-1, tier-2, and tier-3. Tier-3 is the lowest tier, tier-1 is the highest. If a CWU Organizer promotes a CWU worker, they can have access to more things. Tier-2 and up can start businesses, tier-3 is allowed to administer jobs to Citizens. All tiers are allowed administer Loyalty Points, which put you one step closer to becoming a Loyalist.


5.) Loyalists
These are people hated by many, but liked by the CCaC and GA, to an extent. They overlook what the GA and CCaC have done and help in any way they can. These people are loyal to the GA and their cause, and will do anything they can to help it or join it. The Loyalists are given more choices at stores, lenience with the CCaC, and access to special areas of the City, where others couldn't normally go, such as the Arcade, or even certain low-level areas of the Nexus, such as the Nexus Lobby. They often meet with High-Command units to discuss things they've seen, some even make acquaintance with the HC units. These people report any crime they see, no matter how little, and, with certain ammounts of Loyalty points, get boosts in rations, such as double or triple ration packages.


6.) Citizens
These are your normal, every day, run of the mill people. They are just trying to stay alive and are what you will always start out as. They are arrested, beaten, tortured, or even killed by the CCaC on a regular basis. They have little to no privacy. Their personal space and privacy is invaded 24/7, and they can be beaten for simple things like cursing, or killed for something as rash as assaulting a unit, Loyalist, or CWU member.


7.) Resistance
Not much is known about the Resistance, but they do what the name implies. Resist. They usually hang out in areas the CCaC can't go into without authorization, like the slums or the City Cbrown towns. They will do their best to keep hidden and get what they need from black-market dealers. More about the classes within the resistance is explained below.

The CCaC rank structure is as follows (From least ranking to highest rank)
RcT - Recruit. New guy. Least modified. Most human. Not some cold, calculating machine, but basically a Citizen in a uniform.
04 - Slightly more cold than RcT. Beginning to have less and less second thoughts about killing, and is more focused on following orders.
03 - He's still human, but a cold person. Still has a small, miniscule conscience, which still makes him want to not kill or torture someone, even if ordered.
02 - Welcome to a leadership position. He is in charge of all ranks below him, and can issue orders to kill, detain, patrol, or do a raid on the first two floors of the apartment building. No higher. Won't think twice about gunning someone down or torturing someone. His works comes first.
01 - Congratulations. You've reached 01 rank without being killed. You torture people for fun, you are in control of all of the units below you, you can use the shotgun, you can raid the whole apartment building and order killings. High-Command units will be all over you watching you. You hope to become the next EcU.
EcU - Same as an 01, but you get to use grenades, request augmentation, train and command lower-ranking units, tell the recruits when to open and close rations, the whole shebang. Well.. Most of it.
OfC - Welcome to high command, commissioned officer. You are in control of all of the units below you, and all of the units in your division, with the exception of your DvL. You are a machine now. You have no regard for human life and you will take it in the snap of a finger. You can now also join the MMSB, if you feel you should.
DvL - You are the commander of a whole division of units. This ranges from Recruits to Commissioned Officers. You can use the Automatic Dark-Matter Rifle, call for slums raids for a small sector of the slums, and even kill units who are lower rank than you with nobody telling you otherwise.
SeC - You are the highest of the high. You command a whole area of the city. That's usually the whole city. You're the head honcho, those guys in the GA are afraid of you. You can do anything you want (You're also usually a server admin), you can promote and demote units, create divisions, call autonomous judgement waivers, blackmark units (Explained in a second), kick people out of the force, anything. You're the big boss, nobody can mess with you, you have all of the augmentations and all of the units except for High-Command are deathly afraid of you. Give yourself a pat on the back and order APEX to kill some resistance.


MMSB ranks are similar to CCaC ranks, but there are no ranks past OfC since the MMSB is called in by a SeC or the GA.

Note: There are certain exceptions in MMSB names. If the unit is part of STILETTO or PHANTOM, their name has a custom callsign, dictated by the unit.

MMSG.PHANTOM.CALLSIGN-UNIT#. Example: MMSB.PHANTOM.Badger-31337


Blackmarks are small X's sewn onto a unit's uniform on the chest. They are given if the unit acts out of line. If you have 3 blackmarks, you will be demoted or killed, that is the choice of your DvL or your SeC.


Loyalist Points are awarded to citizens who do good, GA-loved deeds, like clean up the city, rake leaves, report crimes, anything. If you have two LP, you are given a loyalist armband. If you have 5, you get 120 tokens in your ration pack, rather than 60. If you have 15, you get double rations, 20 is triple rations. At 5, you can also apply for the CCaC.


Resistance classes are similar to CCaC and MMSB ranks, but are more loose.
New guy - Same as recruit, except everyone teaches him things and sends him on small errands.
Member - You're a member. Requirements are to have a pistol and a knife, and have been teached by other members.
Liberator - You have to buy an SMG, Pistol, and Knife from your local Black Market Dealer, prove yourself worthy of the rank to your leader by killing a CCaC or MMSB (not recommended) unit, or 'convincing' a loyalist to join your cause.
Hero - You have many successful CCaC kills under your belt, you have gone on many successful missions, you put propaganda up, you recruit people, you have a crowbar, an SMG, a pistol, and a knife. You know what to do. Just wait until the uprising is started, otherwise stay in the shadows.
Leader - You are in charge of all of your guys. You give other leaders information and you buy your guys weapons. You're not afraid to get dirty, and if you die, the next highest ranking guy takes over, so it's recommended to train up your units.


Civil Unrest Code is when there is a Resistance uprising, an Exogen Breach, or just idiots causing a ruckus in the plaza. Orders are to detain those responsible, if applicable, and patrol with lethals out.

Citizens are not allowed any weapons at all. If a citizen is caught with a weapon, said citizen will be prosecuted, detained, and excised.

Excise - Kill
Detainment - Jail
Detain - Put in jail
Ration - A package of food, water, and 60-100 token slips.
Token/Token slip - Money.
Exogen breach - 5+ reports of Necrotics.
Cauterize - Keep to non-vital shots for takedowns or detainments.
Expunge - See Excise
AJU - Autonomous Judgement Waiver, citizens report to nearest building and wait until the AJU is over or ordered to leave.
Lethal - CCaC's way of referring to their weapons.
Loyalist - Any person loyal to the CCaC, GA, and MMSB.
CCaC - Civil Command and Control force. Essentially police with near-limitless power.
GA - Government Administration
MMSB - Majorly Modified Semihuman Branch. Basically the marines. Trained in advanced combat tactics, tactical combat, and augmented to a point of being near half machine.
Anti-Citizen - Any citizen who is showing any signs of Resistance against the GA.

Level one
Punishments for these crimes include warnings, beatings, and detainments.

Motion violation - Running or jumping
Audio Violation (Cursing) - Saying any curse word.
Level 1A trespassing - Going into any other citizen's private property without their permission
Theft 1A - Stealing of low-level items. Be it an orange or a TV, it's still a crime.

Level two
Punishments include beating+detainment, medium-cycle detainment, or death

Contraband 1A - Possession of any non-GA issued clothes or food.
Level 1B trespassing - Going into any restricted City district
Assault 1A - Attempted/successful assault of any citizen
Misuse of Technology - Misuse of any GA technology
Anti-GA - Putting up any anti-GA propaganda, speaking anything against the GA, or speaking against the GA.
Manslaughter - Accidental killing of another citizen [Will likely result in death, sometimes in medium-cycle detainment]
Possession - Possessing any illegal substance or contraband

Level three
Punishments include long-cycle detainment, indefinite-cycle detainment, death, and torture.

Contraband 1B - Possession of any hallucinogenic drug, recreational drug, weapon, or technology.
Level 1C trespassing - Going into the Nexus without a Unit present, or going into the GA/CWU headquarters without consent of either entity
Assault 1B - Attempted/successful assault of any Loyalist, CCaC unit, GA member, MMSB unit, or CWU member.
Murder 1 - Attempted/successful murder of any Loyalist, CCaC unit, GA member, MMSB unit, citizen, or CWU member.
Contraband 1B - Possession of any weapon, controlled substance, or non-GA issued foodstuff
Breaking and entering - Unlawful entry to any building
Civil Unrest - Attempted/successful to start Civil Unrest [Riots, uprising, etc] in any district of the City. All parties involved in Unrest will be detained and questioned. Starter of unrest, if identified, will have his or her civil status revoked, and will receive Anti-Citizen status.

CCaC codebook/lingo
Necrotic - Zombie
Biotic - An infectious parasite which causes a Necrotic to be formed from almost any living organism
Exogen Breach - When a district or area's perimeter has been breached by Necrotics and Biotics. Autonomous Judgement Waiver is to be issued, as well as Civil Unrest code to be put into effect.
MMSB - Highly trained units, called in when there is major civil unrest or there is a major resistance uprising.
CCaC - Civil Command and Control units. Explained above.
GRID - Technological division, in charge of technology in general, as well as maintaining the dispatch intercoms.
NOVA - Medical division, lightly armed, but highly trained in medicine.
APEX - Combat division. Trained in special combat
MACE - MMSB Combat unit. General ground forces.
STILETTO - MMSB Special Combat Unit. Above any other MMSB or CCaC force. Special operations.
PHANTOM - MMSB Highly trained marksman division
GHOST - CCaC equivalent of STILETTO, but not as highly trained. Trained for use of sniper rifles and in tactical combat.
BIRD - Air units. Trained for flying helicopters.
BADGER - Ground vehicles. Trained for driving APCs.
KING - Codeword for the Civil Administrator(s)
SWORD - A slash-formation for CCaC or MMSB unit movement.
DAGGER - A single-file formation for CCaC or MMSB unit movement.
10-20 - Location.
11-99 - Need assistance.
10-7 - Unit offline
10-8 - Unit online
107M - Mentally unfit citizen.

Pretty much. The GA controls everything administrative and in some cases they control CCaC and MMSB units. The MMSB is like the cavalry and the CCaC is like the regular ground forces, depending on rank, they are armed with different weapons, ranging from a USP-Match to an Automatic Dark-Energy Rifle.

This sounds really fun. I always love well made original RPs. Though by how you described the CCaC I would not want to stay as a Citizen for very long.

Citizens have many more advantages, such as being able to go pretty much anywhere, as opposed to Loyalists or Resistance members who are restricted to certain city districts to stay alive.

A Necrotic is a zombie, basically. Probably using some low-level ZAPT code for it, with Iban's permission, of course, and a Biotic is going to be like the Headcrab in HL2, if you are damaged by it, you die, then return to life as a Necrotic.

A ghost town would be a cool spot for Necrotics and Biotics to spawn.

Er, not points but experience. If there is a total outbreak in the city and you are CCaC, you will be expected to kill necrotics. You may be promoted if you show valor during the outbreak. If you are in the resistance, you may get some reputation with your fellow resistance members, which COULD lead to a rank up.

I like the idea, and would love to see an RP server of this, or something.
