Yes, you can go straight to multiplayer with the basic one.

The cell phone is available right from the start. Just beat the first mission though and save at your safehouse. Then you can access your phone anytime and go into multiplayer.

In Multiplayer the phone is used to mute players who have microphones, and you can "Call" other players to have a private microphone chat with them in-game.
