Would someone be so kind as to model a Dalek shell (the robotic outer thing) and make it into a vehicle?

Nothing would be more fun than driving it around and yelling "EX-TER-MI-NATE!"

Wow, Kaje was right. Google almost anything and there'll be a LEGO version of it.

Sounds like a neat idea, but probably won't be done. Posting 'can you model and script a whole vehicle for me' requests where the vehicle can only be thoroughly enjoyed if you watch some show don't really work that well. They generally have a 5% success rate here, sorry to say.
