There are records of 16 year olds getting them. But I honestly doubt that many companies will look at you for an internship without a highschool diploma / GED or equivalent.

Legally I don't think you can get a job at that age. Pretty sure you have to be 14 to apply for a worker permit, and most states don't even approve them unless you're 15. And even more places won't hire you at that age because of the huge restrictions they have for what you can do.
