Wait a minute.  He is right that in order to create a new iCloud account even after re installing the OS the computer will require an active internet connection to create a new account so I am just roughly guessing here that it won't leave his account even after re install.

The purpose of Find my Mac is to locate your devices. I think they have a method of knowing where it is.
