My legs look fat, too.

Big boned people do not exist. A fatass is a fatass.
That said you can not generally judge a persons fatassness from their weight and height alone like a lot of you seem to be doing. You can be x height and y weight and be a lil fat and unfit, while the next guy can be x height and y+10 weight and be much more fit and look better and be thinner and more pronounced. Comes down to muscle mass vs fat. Muscle weighs more and is smaller, fat weighs less and takes up more space.

According to my health teacher, your weight doesn't matter when you're a kid since everyone's different. You shouldn't worry about your weight when you're 11 unless you look like this kid

When I was 11 I was 80 pounds.

Do you look fat? If so then you weigh too much, if not then you don't.
Simple.

my best friend is a short ass skinny kid and he's in the 8th grade.

he's about 5,1 and weighs 90-100 pounds.

You're 70 pounds underweight.

Drinking rat poison will help you gain weight.
