here we go step by step tutorial in paint.net
new image size it off to be the average size of a background (0)
color it green
draw a cog on a layer (A) above the background
duplicate it into a layer (B) above the other cog
raise its brightness a smidge
add gausian blurring, maybe a setting of 2
combine both layers (A) and (B)
duplicate layers again, place layer (C) below layer (AB)
lower brightness on layer (C) to 0
add a larger amount of gausian blurring
combine layers (AB) to (C)
duplicate layer (ABC) several times and put them everywhere
remove secret veil on makinax's baby
