but if it's in a valley then maybe the wind just goes above it like it doesn't notice

I don't really get this, if the air is super thick, there are still temperature differences. This causes pressure differentiation and cause a current, or wind.
I don't know how these things work.

OK so let's say like there aren't any temperature changes. How could this be?

That would be impossible, unless the sun died, or the earth was flat.

The earth's finally spinning at a uniform rate, rather than fluctuating between very slow(no wind) and super-fast(40mph gusts).
