I can personally vouch for this server. Right now the only plugin installed is Factions. I think Jorgur plans to install a few other plugins for administrative purposes though.
The setup is quite nice, there's a big faction called Truelo that's stable and playing regularly. Theres the Bandits, which Jorgur's heading, that are keeping to themselves for now. It'll be interesting to see what happens once the Bandits are done renovating their base. Truelo has had time to secure itself, as has at least one other faction.
As far as I know, no server admins are 'cheating' by spawning items, the server is in a natural state.
