Make it that wanted either can't enter vehicles or get jailed when you baton the vehicle.
It's impossible to jail fleeing criminals.

And York, I think that your ban lengths are fair. The bans will stay.

The city is really coming along well, but I recommend lowering the ore prices, and also making you get ore slower. I earned $2,000 in 15 minutes of mining.
