Where is this Avatar Color Shifter!?

Ok.. I see people on servers who make parts of their Avatar rainbowish, it just keeps shifting, I tried using the Search Function to find this, But i got No Results, Is this a command? Or am I not looking in the right place on forums...I tried Add-Ons and such, But it isn't there, Can someone please help?

Not sure, i've never used it. I think there's a version that changes your whole body.

You have to edit the code to make it change other parts.
