If the entrance is on public property then you can probably enter.

If there aren't any military peeps around, then it probably is legal to go in.

If you do get bought, most that would happen is a slap on the wrist and a warning not to do it again.

its very likely they sealed the entrance and its most likely to be flooded depending if there's any lakes or rivers in the area.
if the entrance isn't welded shut be careful bring a flashlight and extra batteries you don't want to be stuck in the dark.
