On a jail escape that I had made before, guards were able to arrest prisoners to send them back to spawn by holding right click on them for a certain amount of time. This helped guards deal with prisoners who were obviously somewhere they shouldn't be, but had no demerits (also a demerit system might be nice, prisoners without demerits had advantages, but as soon as they get demerits they are always on the run). Each guard only had a max of three handcuffs, however, to keep this from being abused, and they had a super long cooldown time.
Another idea is that guards could search prisoners with a /command and if the prisoner doesn't run away or kill the guard each illegal item the prisoner is holding has a chance of being found and earning the prisoner demerits. Or if you don't want a demerit system, just confinscating the weapon or alerting the guard would work too.
Just throwing some ideas out there.
