1. Badspot probably banned them because it was an extremely offensive change and I've done it before without being banned.

I think it should be reduced to three guard towers each covering 33.33% of the map (which would require moving the towers but hey)

Why would you want to make it even harder for the guards? If prisoners work together they can be beaten rather quickly, and having less guards would make things even worse for them. Besides, having 4 guard towers means they can keep the pesky prisoners under crossfire, buying them some more time to live.
