Depends on volume and density. I'd say yes because there is generally air pockets inside of the cupcake, so it would most likely float.

If I had to hazard a guess, I would say no. It probably depends on the cupcakes though.

if you throw a piece of bread into a pond, it will float
if you throw a cupcake into a pond, it will float
unless you're a fatass and add too much gross icing stuff

I think the bread of a cupcake is densely packed enough for it to sink, with or without icing.
