Someone else mentioned that the new area could be a farm. Other than that, I don't have much to add, really. Maybe some small overrun camp?

I don't know the canon about other survivors in the zones before us, but right now it doesn't feel like the infection has been going for 16 years. I think that most things are too maintained and that there are really no indications that we AREN'T the first camp ever, which is practicly impossible due to the infection raging on for 16 years and such.

A farm would be jolly good.

A small group of survivors come across an abandoned military checkpoint, utilizing its facilities. With clean running water, long wave radio transmitter and shelter, it was a safe haven. It's location, within a crater-like gorge, made it a black spot on radars and difficult to locate with thermal-optics. One of the three generators were still in an operational condition, and the survivors made use of this, calling people toward their location.
This place became the survivor base, a small community where many excel to go.

The survivor base isn't the first camp, it's just a populated one.
