that makes lights less bright

Pretty sure it makes lights less bright in shader mode, but in normal mode it doesn't affect anything.

Take a look at the topic. He has comparison pictures, and under "Patched - Fixed" (which means Shaders are off) the lights look the same as they do when shaders are on - so there are no inconsistencies.
