Putting things in the center creates boring and dead images. Putting things too far off to the side or in the corner does the opposite, it creates very lively images-- to the point where it's TOO lively for many cases (unless you want to create a picture with lots of tension and stress). That's why the Rule of Thirds (or the Golden Section) is mostly used, it is a nice balance between the two extremes.

why do they feel the need to add "ANY TIME" and why is "15" not enough

actually why does it say "NO PARKING"? there's a sign for that
