To put on clothes you have to go to the Social District servers. This is where ALL customization is done. There are circular terminals all around that allow you to customize different things. Blue = decals, green = clothes, red = car, white = personal melody. There is also one for character that changes your hair and tattoos, but i forget what color, maybe purple.

enforcers are more difficult to play because of the nonexistent matchmaking system, and because criminals earn all the ca$h it's hard to match up in equipment :c

You should give the N-TEC 5 a whirl once you get a chance. If you're good with the STAR 556 you might be good with the N-TEC 5.
