If you can get the timing right, drop a grenade when you get stuned. You'll end up killing yourself and respawning, killing the cop, or getting the cop to hold off long enough to kill him.

Get a better car than the default.

I recommend the Han Veo as a good cheap car.  I also would get a different gun as soon as you can to test your abilities with close range, long range, etc.
