Because I have no idea if this is the original mod or some remake.

Infinite water = Minecraft.
Finite water = What you're on about

Did you:
1

Locate the minecraft.jar
2

Open the minecraft.jar in a program like winrar and delete the META-INF folder.
3

Download & Install Risugami's Modloader
4

Download & unzip my mod.
5

Copy all of the *.class files from the unzipped folder into your minecraft.jar.
6

If an /imgz/ folder is in the unzipped folder, copy it over to minecraft.jar.

Delete META-INF

?

Actually if the game's running then you DID do that

Tsunamis can only be created using an item within the mod. This item cannot be obtained within the game on survival, only on creative or by cheating it in. Actually I'm not even sure about creative.

someone me it's there so minecraft can download new files

What's the point of META-INF?

The META-INF (Meta-information) folder is used by java for security and sanity checking. Removing it removes those checks, because you're running in locally. It's not something Mojang is putting there.
