Imo the statik shiv rush into IE then randuins and mercurial scimitar + bt and boots works best.
Gives him at least some survivability and 300+ ad with 90% crit chance which you can easily finish up with runes.

Played Sejuani Jungle, he ate an ult to the face and had to run from me after trying to burn me down.
