Nah, they've always acted strangely.

Even in season 2 or even season 1, I've been able to use two spells before it would go on it's 'cooldown'. Now in season 3, it seems holding manamune and archangel's staff behaves oddly as well.

i'm pretty sure the passive on the tear could be triggered every second or so, but then on the AA it was 3 per 3 seconds, so it could be all at once or spaced out

I noticed after I posted that, regardless of the cooldown on tear, it'll activate again on spell cast.
