Everything in the game is situational. While it is a subpar item, it might have been useful for the situation. Also, maybe AD carry isn't his strong point and he just didn't know better.

+20 movespeed seems somewhat situational. ashe is pretty slow but you can buy zeals as well as being careful to compensate for that 300 movespeed.

I know but swiftnesses are still way stufftier boots than bersekers :|, im not judging orion as a player i just find it funny when people do buy those boots because they're recommended.
