it isnt. you can tell exactly when things are going to jump at you.

Amnesia isn't a game where the part when they jump out is scary, it's the atmosphere of the game and waiting for them to jump out. Playing with a light on and the volume low or something isn't scary at all, but when you play the game the way it's meant to be played, lights off, late at night, the game being the only sounds you hear, it's freaking scary.

I played the game, and merely sighed.
I always knew something would jump at me, problem is, I knew when.
