Most people in high school are incredibly insecure, they usually just feint confidence. Infact, I'd say I have the same problem as you, I read that conversations are kind of like fires. If you can make it interesting, like say, "Did you hear about Facebook's stock going down the drain?" or something. Don't say, "Do you like to lick bark?" or "Craaaazy weather we're having, huh?" If you can't find anything else to say, treat it almost like an interrogation, (ask why, where, how). Most people see their lives as boring hellholes, anything could be interesting to them.

the only people i talk to are my friends and family, and i talk more with my friends for some reason

This is very true.  Doing this and looking people in the eyes for a second longer than you normally would makes you appear to them as a strong and dominant individual.  You will feel more confident, and people will give you much more respect.
looking people in the eyes is very good advice as well. But if you plan on doing that- just remember to have a friendly facial expression, in some places they take that as a challenge (Like in some parts of southern CA) rather than sincerity (like in Mo).

i find myself making stupid statements, and i'll be serious about them:

"can somebody turn the lights on? its cold in here"


i also stutter a lot. i can usually talk fine but other times i'll stutter the whole sentence, and it takes me a few tries to say it right.

One piece of advice, I noticed that I felt a lot more confident once I started looking forward as I walked.

even with people I'm comfortable with, but almost always it's only when I'm explaining something
yeah, i can usually come up with stuff to say just fine when im texting someone or on a forum, but i can't talk for stuff in person :p
