No, that won't help.

Try one of the following:

• Delete cache.db. It may contain corrupt content.
  
• Rename your Add-Ons folder to Add-Ons_Old. It may contain corrupt content.
  
• Make sure you have a stable internet connection. It may cause corrupt content by suddenly terminating a open socket or due to packet loss.

It's kind of supposed to do that.
If it's deleted, the game is supposed to try to make another one that will hopefully work.

I assume you're not running the game with any addons, correct?

Single player works fine. Multiplayer other servers WITH NUMBERS do not work bzip2 thing still.

"With numbers"? You mean "ping", right?

Only solution I could think of is that the add-ons are being corrupted as you try to download them.
